Three Facing Charges of Child Sex Crimes in Washington County

Washington Co., Mo. (KFMO) - As a part of Project Millstone, a Missouri Department of Social Services grant funded program made possible by the American Rescue Plan Act, the Washington County Prosecutor’s Office announced Tuesday, June 6, charges have been filed against three men accused of multiple sex crimes.  

James Cleveland Saunders has been charged with two counts of Attempted Enticement of a Child and two counts of Sexual Misconduct Involving a Child under fifteen. Roger Dale Glore has been charged with seven counts of Sodomy in the First Degree. Frank Xavier Grass has been charged with two counts of Statutory Sodomy in the First Degree and one count of Child Molestation in the First Degree.

Washington County Associate Circuit Judge Tony Dorsett has issued no bond warrants for Grass and Saunders, and issued a warrant with a $100,000 cash only bond for Glore.

The investigation of these cases was completed by the Washington County Prosecutor’s Office Child Sex Crimes Investigator Ernest Howell, who is commissioned through the Saint Francois County Sheriff’s Office, and are being prosecuted by Washington County’s First Assistant Prosecuting Attorney, Caleb J. Aponte. 

To date, nineteen cases have been issued under Project Millstone. The charges contained in the complaints are simply accusations, and not evidence of guilt. Evidence supporting the charges must be presented to a jury, whose duty is to determine guilt or innocence.
